Councillor allowances

Councillors are not paid a salary for their work, but they do receive a basic annual allowance to cover the time that they put in to their role and, in some cases, also a Special Responsibility Allowance for particular roles which carry additional responsibilities, such as the Leader of the Council. They can also claim for certain expenses which arise from their approved duties as a councillor, such as meals and travel expenses.

The level of allowances each year is recommended by the Independent Remuneration Panel, which is made up of members of the public. The panel members are appointed for a limited term.

The Shadow Authority has received the Report of the Independent Remuneration Panel which makes recommendations in respect of the Members Allowance Scheme for the Shadow Year.

IRP report Westmorland and Furness Shadow Authority (PDF 216KB / 10 pages) recommends allowances which were considered at a meeting of the Shadow Authority on the 19 December 2022 and accepted in full.

The Panel will shortly be commencing work to make recommendations for a new scheme of allowances to take effect from vesting day in April 2023. This will make proposals for allowances for the new Committee structure which was approved by the Shadow Authority on the 23 January 2023 as part of the new Constitution.

If you have any comments which you would like the Panel to take into account please email:

The report of the Panel will be made available on our website.
