20mph speed limit scheme updates

We're introducing 20mph speed limit schemes in areas where there is community support. Check on the progress of the schemes currently in development.

Since December 2023 we've received a number of applications to introduce 20mph speed limits, covering 79 separate areas in Westmorland and Furness.

We're progressing scheme proposals over a three-year period, which will end in 2027. You can find updates on some of these schemes below.

2026 to 2027

The locality boards have approved our programme to deliver 20mph speed limits in the following areas:

  • Bolton
  • Burneside
  • Culgaith
  • Elterwater
  • Grasmere
  • Greengate Junior School, Barrow
  • High Carley
  • Holy Roman Catholic Primary School, Barrow
  • Hunsonby
  • Kirkby Stephen
  • Little Salkeld
  • Lowick Green
  • Maulds Meaburn
  • Newbiggin-on-Lune
  • North Walney, Walney Island
  • Ormsgill Nursery and Primary School, Barrow
  • Outgate
  • Pennington
  • Rydal
  • South Walney Infants & Primary Schools, Walney Island
  • St Bernards Roman Catholic High School, Barrow
  • Troutbeck
  • Ulverston
  • Windermere
  • Winskill
  • Yarlside Primary School, Barrow 

Initial consultation for these schemes took place from 9 April to 22 May 2026.

17 areas proposed in the third phase of schemes were approved at Eden, Furness and South Lakeland locality boards where communities supported the proposals. 

The statutory consultation for the Eden and South Lakeland Traffic Regulation Orders will open on Thursday 6 August 2026. The Furness statutory consultation will open on Monday 10 August 2026. 

11 schemes will progress as proposed, and six schemes are proposed with changes based on community feedback. 

Not enough support was demonstrated for nine of the schemes and they are not being taken forward.

Eden proposals

Schemes taken forward without amendments are:

  • Bolton 
  • Maulds Meaburn
  • Newbiggin-on-Lune

The only scheme taken forward with amendments is Kirkby Stephen.

The schemes with a lack of support, and will not be taken forward are:

  • Castletown in Penrith
  • Culgaith
  • Hunsonby and Winskill
  • Little Salkeld

Furness

The schemes taken forward without amendments are:

  • Barrow Island Community School
  • Greengate Junior School
  • Holy Family Roman Catholic Primary School
  • Ormsgill Nursery and Primary School

 The schemes taken forward with amendments are:

  • St Bernard’s Roman Catholic High School 
  • Yarlside Primary School

The North Walney scheme will not be taken forward due to a lack of support.

South Lakeland

The schemes taken forward without amendments are: 

  • High Carley and Pennington
  • Lowick Green 
  • Outgate

The schemes taken forward with amendments are:

  • Burneside
  • Grasmere
  • Ulverston

The schemes with a lack of support and are not going forward are:

  • Elterwater
  • Rydal
  • Troutbeck 
  • Windermere

Each proposal page states if the consultation is open for you to provide feedback, or if the deadline has passed.

Installation of the Furness schemes is complete. Installation of the Eden and South Lakeland schemes is due to begin this calendar year.

Installation of these schemes is complete.
