What we do
We help plan transport in the Westmorland and Furness area. We also support decision makers to future develop and manage transport systems here.
In our transport planning role, we determine if there are needs for new or expanded:
- highways
- public transport systems
- freight facilities
- transportation terminals
We also look at their capacity and how to manage demand.
Our work also involves:
• modelling transport demand, to forecast travel patterns and choices
• appraising transport impacts, to support the development of new or improved infrastructure
• developing transport schemes
• producing policy and strategy to ensure our policy aligns with our Council Plan.
Transport modelling and appraisal
We develop and maintain a suite of transport models and evidence bases, such as:
- strategic assignment models
- demand models
- microsimulation models
We use these models to carry out a wide range activities, including:
- assessments of infrastructure and development scenarios
- transport economic appraisals
- impact assessments of new developments
- analysing transport data
Cumbria Transport Infrastructure Plan
The Cumbria Transport Infrastructure Plan (CITP) sets out a our transport policy framework. It describes the role of transport and connectivity to support sustainable and inclusive growth in our area. The plan covers the period from 2022 to 2037.
The plan sets out a vision for improving transport and infrastructure in Westmorland and Furness. This will help us to respond to the needs of residents, businesses and visitors, as well as respect our special environment.

Our Strategic Road and Rail Prospectus sets out why organisations should invest in transport in our area. This includes why the investment is needed and the benefits it can bring.

Strategic partnerships
We work closely with national and regional funding partners. We help them to develop their strategic objectives, and we make the case for them to invest in our area in the future. Our partners include:
