Statutory consultation on proposed changes to traffic regulation orders for Appleby Horse Fair

Information about our proposals to make changes to traffic restrictions for the Appleby Horse Fair, along with details on how you can respond to our consultation and give us your feedback.

We're running a consultation on our proposals to introduce new traffic and parking restrictions for the Appleby Horse Fair. 

Our proposals are for both on the street and off the street, which include:

  • changes to vehicle waiting times
  • speed limits 
  • parking restrictions
  • having one way traffic
  • changes to access for motor vehicles, horses and horse drawn vehicles

Why we're proposing the changes

The Fair attracts many visitors, which causes significant pressures on the roads in the area each year. Working with the Appleby Fair Multi‑Agency Strategic Coordinating Group, we're responsible for keeping the roads safe, orderly and supporting the area.

Our proposals aim to:

  • improve safety for drivers, horses, pedestrians and other road users
  • allow access for the police and other emergency vehicles
  • support the flow of traffic 
  • reduce conflict between road users
  • be appropriate for the character of the area

The consultation on the proposals in this order ends on Thursday 19 March 2026.

We're proposing to introduce resident-only parking for either phases one to three of the fair, or the four days of the Fair. The proposals cover sections of the following roads: 

  • Chapel Street
  • Colby Lane
  • Doomgate 
  • Garths Head Road
  • the C3069, Burrells
