Third Call for Sites
Westmorland and Furness Council are inviting submissions for the Third Call for Sites as part of the preparations for a new Local Plan. We are seeking a wide range of land development opportunities that could help meet future development needs across Westmorland and Furness.
This is your chance to suggest sites for different types of development, from housing and employment to community and local green space.
The Third Call for Sites will run from 1 July 2026 to 11 August 2026.
Why we are running a Third Call for Sites
We are launching a third Call for Sites to:
- Increase the range of land available for development across the local authority area.
- Give landowners, agents, and communities another chance to submit land.
- Make sure the Local Plan is backed by strong evidence and includes a wide mix of potential development sites.
What types of sites can be submitted?
We welcome land submissions for the following uses:
- Housing
- Employment
- Mixed use sites
- Waste
- Minerals
- Retail
- Leisure
- Open space / community use / green space
- Local green space
- Health facilities
- Transport infrastructure
- Habitat creation / nature recovery
- Allotments
- Education facilities
- Burial grounds
- Gypsy, Roma and Traveller pitches and Travelling Showpeople plots
Site Size Threshold
There are site size thresholds for particular categories of sites:
- Housing sites - must be 0.2ha or larger, or able to accommodate 5 or more dwellings.
- Employment sites - must be 0.25ha or larger, or capable of providing at least 500 sqm of employment floor space.
- All other uses - no minimum size threshold.
- Housing sites within the National Landscape - no minimum threshold as these sites are expected to be smaller.
How to submit a site
We are collecting sites via our online platform, PlaceMaker. You will be given a choice of four forms to choose from. Please choose the development type that you wish to put your site forward for.
Housing, employment or any other land use
Use this form to submit land for potential housing development, employment development, or any other proposed land uses listed in the section 'What types of sites can be submitted?' above.
Use this form to nominate an area you believe should be designated and protected as a Local Green Space. A Local Green Space is typically close to the community it serves; is demonstrably special (e.g. because of its beauty, tranquillity, recreational value, historical significance or biodiversity); is local in scale (e.g. not an extensive tract of land); and there is an intention to protect it for the long term.
Use this form to propose land for minerals extraction or related minerals development.
Use this form to submit land that you propose for waste-related uses, for example waste management or processing facilities.
Previously submitted sites
If you submitted a site during the First Call for Sites (2024) or the Second Call for Sites (2025/26), you do not need to resubmit your site through the Third Call for Sites unless you wish to provide updated information or put forward additional land.

Please note that submission of a site through the Call for Sites process does not indicate that a site will be allocated for development in the Local Plan. All submitted sites will be subject to assessment as part of the plan-making process.
