Information on the first Call for Sites exercises.

Housing and Employment Sites

We are gathering evidence on a new Local Plan for Westmorland and Furness (excluding the National Parks). When this is adopted, it will replace the existing district-wide Local Plans adopted by the former Barrow, Eden and South Lakeland Councils. We need to plan for future development and understand what land might be suitable and available for this.

The submission of a site through the call for sites exercise does not mean that the site will be allocated. Once submitted, sites will be subject to assessment in the SHELAA and further assessment through the emerging Local Plan.

We have started work on a draft Strategic Housing and Economic Land Availability Assessment (SHELAA), which will consider whether each of the submitted sites could be considered suitable, available and achievable for residential or economic/employment development.

The SHELAA will inform the Westmorland & Furness Local Plan, and during that process we will consult on possible options for new site allocations. Any sites proposed for development through the Local Plan process will be subject to consultation. 

Call for Sites Constraints Assessment

476 sites were submitted in the Call for Sites. We have now undertaken a high level assessment looking at key constraints that may affect sites and gathered other relevant information.  

The purpose of this report is to provide early information on the sites submitted during the 2024 Call for Sites, including an initial indication of those that appear most constrained and least constrained based on spatial constraints data. This is an initial stage of the assessment process, and the findings will be refined as further work is completed.

Over the coming months, these initial outcomes will be developed further through consultation with statutory consultees and engagement with internal council departments to gather more technical and specialist information about the sites. This will help to determine which sites may be suitable, achievable, and deliverable for development across Westmorland and Furness.

The refined assessments will then feed directly into the preparation of the Development Strategy and the site allocations within the emerging Local Plan. 

Please note that we are not seeking comments on this report at this stage. However, there will be opportunities to comment as the Local Plan progresses. When we consult on the Development Strategy and SHELAA findings, you will be able to review the updated site information and submit comments at that time.

Important Note:

Housing and employment site allocations in the Barrow, Eden and South Lakeland Local Plans, which do not yet have planning permission, will be reviewed to determine if they remain suitable, available and achievable for allocation in the new Westmorland and Furness Local Plan to 2045. This will include sites or parts of sites, where permission has lapsed, or applications are pending or withdrawn. It will also include Broad Locations in the South Lakeland Local Plan.

Minerals and Waste Sites

The new Local Plan for Westmorland and Furness will include policies for minerals and waste which, once adopted, will replace the policies in the Cumbria Minerals and Waste Local Plan.

This site assessment process will inform the Westmorland & Furness Local Plan.  Any possible options for site allocations proposed for development through the Local Plan process will be subject to consultation. 

Minerals

20 sites were submitted in the Minerals Call for Sites. We are undertaking a high level assessment looking at key constraints that may affect sites and to gather other relevant information. This will help us to consider whether each of the submitted sites could be considered suitable, available and achievable for minerals purposes.
