New residential and commercial developments in the Carleton Road area have increased activity from pedestrians and vehicles. Developments are continuing and we're proposing to reduce the speed limit to ensure the safety of all road users.

Location
The length of road is the A686, Carleton Avenue in Penrith.
It starts from the junction with Kemplay Bank roundabout and extends in a north easterly direction for 1.6km.

We ran a consultation on the proposals, which ended on 28 February 2026.
What happens next
We’ll consider the feedback and make recommendations for the Eden Locality Board. The councillors will consider the consultation responses and decide which of our proposals will be implemented. We’ll publish the Locality Board’s decision when this information is available.
