How a planning application is processed

Find out what happens after an application is submitted, including consultation, decision-making and timescales.

Before an application is submitted

Applicants may seek advice before submitting an application.

Once submitted, the application must include all required plans, documents and the correct fee before it can be processed.

Validation

When an application is received, it is checked to make sure all required information has been provided.

Applications will not be made valid until all required information has been submitted.

If information is missing, the applicant will be asked to provide it. This may delay the start of the process.

Consultation and publicity

Once validated, the application enters a consultation period.

During this time:

  • neighbours and relevant organisations may be notified
  • details may be published online
  • site notices or press notices may be displayed where required

You can comment on an application during the consultation period.

Comments must relate to planning matters and be submitted before the consultation period ends.

Assessment

A planning officer will assess the application.

This includes:

  • reviewing the plans and supporting information
  • considering relevant planning policies
  • taking account of consultation responses and comments

Each application is assessed on its own merits.

Decision

A decision will be made either:

  • by a planning officer under delegated powers, or
  • by the planning committee (for larger or more complex applications)

The decision will be based on planning policy, guidance and relevant considerations.

Decision notice

Once a decision has been made, the applicant and anyone who commented will be notified.

The decision will be:

  • approved, usually with conditions, or
  • refused, with reasons provided

The decision will be published on the planning register

After a decision

If planning permission is granted, development must be carried out in accordance with the approved plans and any conditions.

If planning permission is refused, or you disagree with the decision, the applicant may have the right to appeal.

Planning appeals are handled independently by the Planning Inspectorate.
