Neighbourhood Areas in Westmorland & Furness approved to develop a Neighbourhood Plan

The first stage in developing a neighbourhood plan is to designate the 'Neighbourhood Area' which it will cover.

Ainstable Parish Neighbourhood Planning Area

A Neighbourhood Area application was received from Ainstable Parish Council on 22 December 2014. After a six-week consultation period which ended on Wednesday 18 February 2015, the application was approved by the Council. Ainstable Parish Council now have the right to produce their own neighbourhood plan or neighbourhood development orders.

Alston Moor Parish Neighbourhood Planning Area

A Neighbourhood Area application was received from Alston Moor Parish Council on 14 April 2014. After a six-week consultation period we designated the Alston Moor Neighbourhood Area on 1 July 2014. Alston Moor Parish Council now has the right to produce their own Neighbourhood Plan or Neighbourhood Development Orders.

Appleby in Westmorland Parish Neighbourhood Planning Area

A Neighbourhood Area application was received from Appleby-in-Westmorland Town Council on 25 September 2014. After a six-week consultation period it was approved under delegated powers on 11 November 2014. Appleby-in-Westmorland Town Council now have the right to produce their own neighbourhood plan or neighbourhood development orders.

Asby Parish Neighbourhood Planning Area

A Neighbourhood Area application from Asby Parish Council was approved on 18 September 2014, after a six-week consultation period which ended on 17 September 2014. Asby Parish Council now have the right to produce their own neighbourhood plan or neighbourhood development orders.

Bolton Parish Neighbourhood Planning Area

Bolton Parish Council previously considered preparing a neighbourhood plan. However, as of February 2026, there has been no further action or progress and it is believed that the parish is not actively pursuing neighbourhood planning at this time.

Stage one - Neighbourhood Area Designation

A Neighbourhood Area application was received from Bolton Parish Council on 4 November 2013. After a six-week consultation period we designated the area on 11 February 2014. They now have the right to produce their own neighbourhood plan or neighbourhood development orders.

Stage two - Neighbourhood Plan Publication and Consultation

Bolton Parish Council has submitted their Neighbourhood Plan for formal consultation. The consultation period took place between 6 June 2016 and 25 July 2016. The purpose of this stage of consultation was to allow interested parties to comment on the draft Plan, with these comments forwarded to an independent Examiner. The Examiner will then review the draft Plan and provide a recommendation as to whether it should proceed to the referendum stage.

The draft Plan will pass to referendum if it meets all the "basic conditions". All voters within Bolton parish will be asked to vote on whether the Plan should be "made".

Burneside Neighbourhood Planning Area

Neighbourhood Area Designation 2016

In April 2016, Burneside Parish Council submitted an application to designate the parishes Strickland Roger and Strickland Ketel (excluding the areas allocated for development in South Lakeland District Council's Local Plan known as Land West of High Sparrowmire and part of Land North of Laurel Gardens) as a neighbourhood area. Following public consultation, the proposed area was formally approved by our Cabinet on 29 June 2016.

The Lake District National Park Authority has also approved the application.

Designation of Burneside Neighbourhood Area

On 28 January 2020 Burneside Parish Council submitted an application to us and the Lake District National Park Authority to amend the Burneside Neighbourhood Area as approved on 29 June 2016. The application proposed a change to the already designated Burneside Neighbourhood Area to include the whole of Burneside Parish.

Following public consultation, the proposed changes were formally approved by our Cabinet on 9 September 2020. The changes were also approved by the Lake District National Park.

As a result, the Neighbourhood Area designation made in 2016 has now been superseded.

Clifton Community Neighbourhood Planning Area

A Neighbourhood Area application was received from Clifton Community Council on 15 February 2023. After a six-week consultation period we designated the Clifton Neighbourhood Area on 18 May 2023. Clifton Community Council now have the right to produce their own Neighbourhood Plan or Neighbourhood Development Orders.

Crosby Ravensworth Parish Neighbourhood Planning Area

The first stage in developing a neighbourhood plan is to designate the 'Neighbourhood Area' which it will cover. A Neighbourhood Area application was received from Crosby Ravensworth Parish Council on 20 October 2014. The required six-week consultation period ended on Monday 8 December 2014. The application and the comments received were considered by Eden's Executive on 27 January 2015. The application was approved and Crosby Ravensworth Parish Council now has the right to produce their own neighbourhood plan or neighbourhood development orders.

Greystoke Parish Neighbourhood Planning Area

The first stage in developing a Neighbourhood Plan or Neighbourhood Development Order is to designate the 'Neighbourhood Area' which it will cover. A Neighbourhood Area application submitted by Greystoke Parish Council was approved on the 23 December 2015 after a six-week consultation period which ended on Monday 21 December 2015. Greystoke Parish Council now have the right to produce their own neighbourhood plan or neighbourhood development orders.

Langwathby Parish Neighbourhood Planning Area

Langwathby Parish Council previously carried out a Regulation 14 consultation from 13 October to 24 November 2014, see details below. The Parish Council submitted their neighbourhood plan under Regulation 15 on 26 June 2015, with the Regulation 16 consultation running until 10 August 2015, see details below.

A second Regulation 14 consultation closed on 29 September 2017, see details below. In October 2024, the Parish Council confirmed that they have ceased the neighbourhood planning process and currently have no intention to restart it.

Stage one - Neighbourhood Area Designation

We received a Neighbourhood Area application from Langwathby Parish Council on 27 May 2014. After a six-week consultation period we named the area on 17 July 2014. Langwathby Parish Council now has the right to produce their own Neighbourhood Plan, or Neighbourhood Development Orders.

Pre-Submission Consultation Draft

Before submitting their Plan, Langwathby Parish Council carried out the formal six-week consultation on the proposed final draft. This consultation finished on 24 November 2014.

Stage two - Neighbourhood Plan publication and consultation

Langwathby Parish Council submitted their Neighbourhood Plan proposal for formal consultation. The consultation period ran between 29 June and 10 August 2015. The purpose of this stage was to allow interested parties to comment on the draft, with these comments forwarded on to an independent examiner who will review the draft Plan before recommending whether it should proceed to the referendum stage. If the Plan meets the 'basic conditions', there will be a referendum of voters in Langwathby Parish for a decision.

Langwathby Neighbourhood Plan 2015-2032 Public Consultation (August – September 2017)

The Langwathby Neighbourhood Plan 2015-2032 was open for public consultation (under Regulation 14 of the Neighbourhood Planning (General) Regulations 2012) between 18 August and 29 September 2017. The purpose of the consultation was to bring revisions in the Plan proposal to the attention of people who live, work or carry out business in the neighbourhood area to seek comments on the proposed draft policies. The geographical area covered by the Plan (the ‘Neighbourhood Area’) is the same as the Langwathby Parish boundary and includes the villages of Langwathby and Edenhall, and all surrounding countryside within the Parish.

Following this stage of consultation, the Parish Council will consider any comments received and decide whether, or not, it needs amendments made to the Plan before submitting it to us. We will publicise the Plan for a further six-week period (under Regulation 16) and arrangements made for the independent examination of the Plan. If the examiner approves the Plan, it will then be put to a local referendum. Once adopted, the Langwathby Neighbourhood Plan will become part of the statutory Local Development Plan for Eden and will constitute a material consideration in future planning matters in the Langwathby Parish area.

Morland Parish Neighbourhood Planning Area

Morland Parish Council is actively preparing a neighbourhood plan. A Pre-Submission (Regulation 14) consultation was held from 29 January to 11 March 2024. A Neighbourhood Area application was received from Morland Parish Council on 16 May 2014. After a six-week consultation period we designated the area on 17 July 2014. Morland Parish Council now has the right to produce their own Neighbourhood Plan or Neighbourhood Development Orders.

Skelton Parish Neighbourhood Planning Area

The first stage in developing a Neighbourhood Plan is to designate the 'Neighbourhood Area' which it will cover. A Neighbourhood Area application was received from Skelton Parish Council on 3 April 2014. After a six-week consultation period we designated Skelton Neighbourhood Area on 1 July 2014. Skelton Parish Council now have the right to produce their own Neighbourhood Plan or Neighbourhood Development Orders.

Proposed Neighbourhood Development Order for Greenhollows

Regulation 23 Notification

A draft Neighbourhood Development Order was submitted which, if adopted, would have the effect that part of the Greenhollows Park Home/Caravan site, in the Parish of Skelton in Eden, Cumbria, could be used for permanent residential accommodation. Currently, residential use is restricted to the existing occupants only. The order removes this restriction.

A consultation was held on this proposal and closed on 21st January 2015:

All representations made were passed to an independent examiner who considered whether the Order meets the basic conditions required by the regulations. If it does, the examiner will recommend to the Council that a referendum be held in which local voters will decide if the Order should be approved.

In line with the regulations, the proposed Neighbourhood Development Order for Greenhollows was submitted to independent examiner Timothy Jones, Barrister, FCIArb. His report, with recommendations to the Council, has been completed.

The Examiner concluded that the proposal for Greenhollows included in the Neighbourhood Development Order does not meet the basic conditions required for the proposal to go forward to a local referendum. This recommendation was considered by Eden's Executive on 7 July 2015, which accepted the recommendation of the Examiner.

Tebay Parish Neighbourhood Planning Area

The first stage when a community wants to carry out any form of neighbourhood planning is to designate the 'neighbourhood area' which it will cover. A neighbourhood area application was received from Tebay Parish Council on 1 March 2013. After a six-week consultation period we designated the area on 22 May 2013. They now have the right to produce their own Neighbourhood Plan or Neighbourhood Development Orders.
