The asset management strategy, our annual maintenance and road surface dressing programme, road resurfacing schemes, the A66 Northern Trans-Pennine Project, repairing potholes, bridges and structures, managing roadworks, and A592 safety improvements.

Duties and responsibilities

We look after and maintain all public roads, pavements and highway assets. 

This includes:

  • 2,600 miles of adopted roads
  • 1,400 miles of footways and cycleways
  • 2,334 structures, including bridges
  • 72,467 gullies
  • 18,962 street lights
  • 1,397 illuminated signs
  • 45 traffic signal controlled junctions
  • 49 controlled pedestrian crossings
  • 1,300 miles of public rights of way

National Highways

National Highways look after major roads in our area, including the M6, A66 and A590. 

Private landowners look after and maintain private roads, also called unadopted roads.

Managing our network

Our vital highway network connects people and places across the area. It has an estimated value of £4 billion.  

The Highway Asset Management Strategy 2025-2029 (PDF , 7MB) details how we plan to look after the network. It considers the condition of the highways, public needs and local priorities, making best use of available resources.

Local Highway Maintenance Transparency Report 2025 to 2026

In December 2024, the government announced funding allocations of highway maintenance across England, including an additional £500 million for local Highway Authorities.

We're receiving a share of this additional funding. However, 25% of this extra funding is on the condition that we comply with national best practice criteria as set by the Department for Transport.

This report below outlines how we're meeting those requirements and how the funding is being used to support our local road network.
