About this Opportunity

We are looking for a proactive and experienced Resilience Manager to coordinate and support the delivery of emergency planning functions and business continuity functions at Westmorland and Furness Council. This vital role will ensure the Council remains compliant with evolving legislation and prepared to respond effectively to civil emergencies and service disruptions.

Purpose of the Role:

  • Coordinate and support the delivery of emergency planning functions in Westmorland and Furness, ensuring the Council’s compliance with new and emerging legislation.
  • To lead on overseeing and ensure the implementation of Protect and Prepare elements of CONTEST and resilience activity.
  • Coordinate and support the delivery of business continuity plans across the Council
  • To ensure that the Council is affective in anticipating and responding to any civil emergencies and disruption to service delivery, in line with the Civil Contingencies Act 2004.
  • This role will involve partnership working with a range of internal departments within the Council, Cumberland Council and external agencies.

The ideal candidate will possess in-depth knowledge of the relevant legislative framework, including Martyn’s Law, and ensure compliance with emerging regulations. You will take the lead on the Protect and Prepare aspects of CONTEST, ensuring the safety of public spaces and events across Westmorland and Furness.

    Delivering training and guidance to staff will be key in ensuring services are fully prepared for disruptions. Strong leadership, communication, and budget management skills are essential, along with the ability to foster collaborative relationships with external agencies to enhance the Council’s resilience.

    About this opportunity

     

    A great opportunity has arisen at Westmorland and Furness Council within our Adults Legal Team for a Senior Lawyer.

    To be a success in our Legal Team you will have strong experience in working with and advising upon complex litigation matters within the Court of Protection, be an effective communicator who is comfortable working with and advising at all levels within the Local Authority including Senior Manager and Director levels.  You will advise and guide the local authority on a range of legal matters including support on major projects of corporate importance. We recognise that a key skill is adaptability coupled with a collaborative approach to problem solving and we would require you to be able to demonstrate effective time management and prioritisation skills.

    The role will require you to work closely with the Group Lawyer in delivering on the Westmorland and Furness Council’s priority areas and you will be required to conduct and advise upon more complex legal cases which may involve the Adults Legal Team.

    You will be required to collaborate with other departments within the larger legal team under the auspices of the Business Partner Model to provide the best possible legal support to the Council in the furtherance of major projects.

    Other duties will include dealing with a range of matters including providing advice to Officers and Elected Members, attending Council Meetings, Committees and working groups as required.

    Do you have a Social Work qualification with a passion for inclusive and strength-based practice in line with legislation, advocacy and social justice? If so, we have an exciting opportunity for driven and enthusiastic Social Workers to join our new bank of staff to support teams across Westmorland and Furness. This is an interesting and ambitious programme of change within Adult Social Care which aims to assist us to develop and deliver our goals for the future.

    The role is to support adults aged 18+ across Social Work teams enhancing prevention interventions, working to prevent or delay admission into formal support services, supporting people living in the community who have been identified as having long term care and support needs or supporting the admission avoidance and discharge of people from acute and community hospitals.

    You will be required to work collaboratively with a range of stakeholders from across the health and social care system and third sector and voluntary groups in Westmorland and Furness in ways that recognise strengths, promote independence and prevent, reduce or delay the need for formal support provision. Assessments and reviews will be undertaken in a strengths based way that maximises community resources and ensures people are safe.

    The Service will work across health, social care and third sector organisations with a primary focus upon ensuring that all support plans:-

    • include robust contingency plans that promote personal resilience to manage temporary changes in need/circumstance
    • demonstrate how people will meet their needs from a range of sources, including friends, family, third sector, the community, equipment or assistive technology. Personal budgets will only be allocated for the provision of formal support for identified unmet needs.
