Local authorities must provide the Department for Education with quarterly data on the use and cost of agency child and family social workers, including where supplied via a project team or other packaged model.
The quarterly collection of data will provide a consistent evidence base of agency use and costs to support local authorities with workforce planning and bolster the development of regional and national workforce strategies.
It will allow for greater transparency and collaborative working at a local, regional, and national level and will enable the development and/or adjustment of regionally determined price caps. It will also allow the Department for Education to monitor compliance with the statutory guidance to enable the development and implementation of support and/or enforcement measures.

What information we collect
We need some personal data from you. This includes:
- name
- National Insurance Number
- Social Work England registration number
- Social Work England registered name
We do not need any special category data from you.
We do not need any criminal or law enforcement data from you.
How we collect your data
We’ll collect data from you by:
- the completion of a form, some of this information will be provided directly by you
- the council’s Managed Service Provider (MSP) HCRG will collect your personal information and provide this to the council for the purposes of completing the data return
If you haven't engaged with the council’s MSP, a separate agency or company will send us your personal information. This is so we can complete the data return.
Why we collect your data
We collect your data to undertake data collection on the agency child and family social work workforce set out in statutory guidance. This is collected under section 83 of the Children Act 1989 and section 251(1)(b) of the Apprenticeships, Skills, Children and Learning Act 2009. The data collection is a legal requirement for local authorities.

Who we share your personal data with
Where there is a lawful reason to do so, we may share your data with:
- the Department for Education (DfE)
- any associated partner organisations
- any associated subcontractors
We may receive personal, special category personal or criminal/law enforcement data about you from the third parties mentioned above and other public bodies and organisations. In this case, we will tell you the source of the information unless we are unable to do so by law.
