- parents, carers or guardians of children attending the programme
About the HAF programme
The programme is for children and young people from Reception to Year 11 who receive benefits-related free school meals.
Children can receive benefits-related free school meals if their parent or carer receives one of the qualifying benefits and their claim has been verified by their school or local authority.
Local authorities can also use up to 15% of their funding to provide free or subsidised holiday club places for children who do not receive benefits-related free school meals but who they believe would benefit from HAF provision.
The data controllers
This programme is funded by the Department for Education (DfE) and delivered through local authorities.
Under data protection law, both the DfE and Westmorland and Furness Council are data controllers for the personal data they receive.
How we will use your information
If your child attends a HAF-funded holiday club place, the Department for Education (DfE) will receive personal information about your child from the organisation delivering the programme and/or your local authority.
We use this information to:
- understand who is taking part in the programme
- help local authorities reach disadvantaged children who need support during the school holidays
- evaluate the success of the programme
- support decisions about future funding
We will only use this information for these purposes.
What information we collect
We need some personal data from you. This includes:
- pupil name
- date of birth
- Free School Meal status
- home postcode
- school name and local authority area
- Unique Pupil Identifier
- if you're classed as vulnerable
Who we share your personal data with
We may need to share personal information with other organisations. These may include:
- organisations we work with to deliver services on our behalf
- organisations that need the information for specific purposes connected to the programme
When we share personal information, we make sure it complies with data protection law.

How long we keep your information
The Department for Education (DfE) will keep your personal information for the purposes described above for up to one year.
In some cases, DfE may keep the minimum amount of information for longer. This will only be where the information is used for:
- archiving in the public interest
- scientific or historical research
- statistical purposes
Any information kept for these purposes will be protected by appropriate technical and organisational measures in line with Article 89(1) of the UK GDPR to safeguard your rights and freedoms.
Legal basis
We process personal data under Article 6(1)(e) UK General Data Protection Regulation to perform a public task as part of our function as a department.
We process special category data under the basis of:
- Article 9(1)(g) (substantial public interest)
- Article 9(2)(j) (archiving, research and statistics)

Under the Data Protection Act 2018, you are entitled to ask if we hold information relating to you and ask for a copy, by making a ‘subject access request’.
