Adult Social Care Survey (ASCS)
We take part in the Adult Social Care Survey (ASCS) alongside other councils with adult social care responsibilities (CASSRs). The survey asks people who receive council‑funded or managed adult social care about their quality of life, and how care and support services affect them. The 2023 to 2024 survey is the 14th time the ASCS has taken place.
The ASCS provides the largest source of information about personal outcomes for people using adult social care services. It supports a personalised approach by putting service users at the centre of care planning and delivery. High‑quality feedback helps us understand what difference our services make, supports informed choice, and drives service improvement.
The survey also supports national priorities under the Care Act 2014, which promotes personalisation, transparency and accountability in adult social care.
What information we collect
We send the questionnaire to a randomly selected group of service users. It asks what people think about the service they receive and includes free‑text questions so they can share their views in more detail. This feedback helps the council understand services better and make local improvements.
We do not use the survey data only to monitor performance. We also use it to inform how we deliver services, support people, and develop and improve standards.
Each council generates a unique code for each questionnaire. This allows survey teams to link responses to participants, follow up with people who have not responded, and combine the survey results with other relevant data.

Who we share your personal data with
The data collected are sent to NHS Digital and are used as the basis of analyses that are included in national level Official Statistics reports. Data are also used to populate several measures in the Adult Social Care Outcomes Framework (ASCOF).
We may need to share your information without seeking your permission if:
- it is a legal requirement (in line with the Care Act 2014)
- there is a serious risk to you or to the adult you care for
- there is a good reason to share your information, such as a serious crime has been committed

Survey of Adult Carers in England (SACE)
We're a CASSR with an eligible population of at least 150 carers. This means we're required to carry out the annual Survey of Adult Carers In England (SACE) on behalf of the NHS.
The SACE provides outcome-focused intelligence information on carers and the services they receive. It measures the extent to which services improve carers’ ability to care and live a life outside the caring role.
The need to assess the impact on carers of the provision and quality of services provided to service users is also important.
The data collected is sent to NHS Digital and are used as the basis of analyses that are included in national level Official Statistics reports. Data is also used to populate several measures in the Adult Social Care Outcomes Framework (ASCOF).
What information we collect
The personal data we need is your age.
We need some special category data from you. This includes:
- gender
- ethnicity
- sexual orientation
- religion
- health: method of assessment, carer support, funding status, long-term support delivery mechanism, reported health condition, use of advocacy services, use of interpreter and translation services
We do not need any criminal and law enforcement data from you.
How we collect your data
A questionnaire will be posted to a randomised cohort of carers who provide care within our area. A unique code is generated by councils so that returned questionnaires can be mapped back to the participant. This will enable survey teams to follow up those who have not initially responded to the survey, and to bring together information from a variety of data sources.
