Our Blue Badge team is responsible for the administration of the Disabled Persons Blue Badge Scheme on behalf of the Department for Transport, for a temporary period up to 31 October 2023.
What information we collect
We need some personal data from you. This includes:
- name, including surname at birth or adoption
- current address and any previous addresses from the last three years
- contact details, including email address
- town of birth
- country of birth
- date of birth
- driving licence number
- passport number
- National Insurance Number
- proof of identity, such as a birth or adoption certificate, marriage or civil partnership certificate, driving licence, passport or identity card
- proof of address from an official source. This could include a local authority correspondence, benefit award letter or utility bill
- payment details may be taken if you pay by card
We need some special category data from you. This includes:
- health information
- details of medical conditions affecting mobility
- pain medication
- assessment of walking ability
- evidence to support automatic eligibility, such as blind registration, payment of Personal Independence Payment (PIP), Disability Living Allowance or war pensions
- evidence to support those applicants applying under the hidden illness criteria. This includes supporting evidence from a occupational therapist, physiotherapist, psychologist, psychiatrist, or health care professional independent of the applicant
We do not need any criminal and law enforcement data from you.
How we collect your data
We’ll collect data from you through:
- the completion of an application form either online, by post or by email
- supporting evidence that may be collected either online, by post, by email, by telephone or by accessing our Health and Care Records
- a face-to-face Mobility Assessment may be necessary if applying under the “Walking Disabilities” criteria

We may collect data from:
- carers or representatives
- complainants, enquirers or their representatives
- professional advisers and consultants
- recipients of benefits
- staff, persons contracted to provide a service
We may receive personal, special category personal or criminal and law enforcement data about you from the third parties mentioned above and other public bodies and organisations. In this case, we will tell you the source of the information unless we are unable to do so by law.
Who we share your personal data with
Where there is a lawful reason to do so, we may share your data with:
- Northgate Public Services, Valtech UK Limited and Allied Publicity Services (Manchester) Limited as part of a contract to produce the blue badge
- various charities acting on your behalf including Age UK, Citizens Advice Bureau, Copeland Age and Advice Service, Barrow and District Disability Advice Association
- our Parking Enforcement team – this includes routine sharing of information on lost and stolen badges
- other local authority Blue Badge enforcement teams
- the police for parking enforcement
- the Cabinet Office for data matching under the National Fraud Initiative
